Šiauliai Academy of Vilnius University: Diana Šaparnienė, Ph.D. is a professor in Public Administration field. She holds a doctoral degree in Social Science from Siauliai University in 2002. Her main research interests are in the field of e-governance as Good, democratic governance in local self-government, innovation leadership in public sector, as well as questions in social research methodology. Šaparnienė has been involved in research projects focused on governance and e-governance in higher education and local self-government fields. Since 2007 she is working in the Group of Experts on the European Charter of Local Self-Government of the Council of Europe. She is also the member of Study Programme Committees of Public Governance (master degree), Regional Development and Governance (joint master degree).

University of Pardubice: Prof. Ing. Jaroslav Macháček, CSc. After having completed a BSc (ing.) and PhD. (CSc) studies in Economics (1976) - from the Institute of Economics of Czech Academy of Sciences, he worked in research organizations and started regular teaching at the University of Economics in 1992, when having received assoc. professorship. Presently he works as head of department of regional studies (University of Economics in Prague) and professor at the University of Pardubice. He is an economist engaged in regional science, spatial and environmental economics, in personal life interested in literature, sports, travelling.

Šiauliai Academy of Vilnius University: Teodoras Tamošiūnas, Ph.D. is a professor in Public Administration field. The habilitation procedure has been fulfilled at Vytautas Magnus University in 2009 in the field of sustainable development of regions. His main research interests are management of regional development, strategic management of institutions, sustainable development and methodology of social research. Tamošiūnas has worked in international scientific projects: “Social innovation in the regional context” (2018), “High Objectives of National Organizational Reform (HONOR)” (2015). He is also the member of Study Programme Committees of Public Administration (bachelor degree), of Public Governance (master degree), Regional Development and Governance (joint master degree). Her main research interest is in the field of NGO management, civil society, cross-sector interactions and partnerships.

Šiauliai Academy of Vilnius University: Anželika Gumuliauskienė is a lecturer in the Public Administration field since 2003. Since 2019 she is a PhD student in the field of Social Science (Management) of the consortium of Šiauliai Academy of Vilnius University (previous - Šiauliai University), Mykolas Romeris University, Vytautas Magnus University, Klaipėda University and Vytautas Magnus University Agriculture Academy (previous - Aleksandras Stulginskis University). Her main research interests are Public Policy and Public Policy Analysis.

University of Pardubice: prof. Ing. Jan Stejskal holds Ph.D. in Public and Regional Economics and associate professor in Public Economic field. Dean of the Faculty. Jan is researcher of many scientific projects (for example in 2014 -2016: Modelling of knowledge spill-over effects in context of regional and local development). He is also Ph.D. students´ supervisor.  Jan is author or co-author of several monographs and many tenths of journal and conference papers.

Šiauliai Academy of Vilnius University: Aistė Lazauskienė, Ph.D. is a professor in Public Administration field. She received her doctoral degree at the Vytautas Magnus University in 2004. Local government, multi-level governance, history of municipalities, local elections are among her current research interests. Lazauskienė is the author of several books about local self-government (in Lithuanian). Since 2013 she is a member of the Group of Experts on the European Charter of Local Self-Government of the Council of Europe. Lazauskienė has been involved in research projects focused on local self-government and local democracy.

University of Pardubice: prof. Ing. Petr Hájek, Ph.D. is a professor with the Institute of System Engineering and Informatics of the Faculty. Head of Science and Research Centre of the Faculty of Economics and Administration, University of Pardubice. He deals with the modelling (prediction, classification, and optimization) of economic processes (especially in the field of public economics and public finance), advanced statistical methods, and methods of computational intelligence (soft-computing).

University of Pardubice: Ing. Martin Maštálka holds a Ph.D. in Urban Design from Faculty of Architecture at Brno University of Technology. The career started at public sector where was involved into the strategic and urban planning and management of the city as a head of department of analyses and strategies. Continued in this field at University of Pardubice as a senior lecturer in disciplines related to city and regional management and development. He has been involved in several international projects related to management of cities and education in regional sciences. He is interested in his field of research, urban history, travelling and cycling.

University of Pardubice: Ing. Robert Baťa, Ph.D. After completing a Bc. in Economics and Administration in 1993 from the University of Pardubice (Czech Republic), Robert received both his dipl. Ing. and PhD at the University of Pardubice, partly in parallel studies on International graduated school of Zittau (Germany). Robert has worked in Germany on the international projects, later then as an assistant professor on the University of Pardubice.

Šiauliai Academy of Vilnius University: Kristina Matuzevičiūtė-Balčiūnienė, Ph.D. is an associate professor in Economics. She finished Ph.D. in Economics at Vytautas Magnus University in 2012. Her research fields are international relations, issues of labour market, evaluation and modelling country’s economic and social development, analysis and evaluation of international migration processes. In the period 2017-2020 with colleagues implemented a research project “The Assessment Model of Return on the EU Regional Support“ which was supported by Research Council of Lithuania. She has experience as a researcher and teaching for more than 15 years.

University of Pardubice: JUDr. Jana Janderová holds a PhD in Civil and Commercial Law from Charles University, Prague, and is employed as Assistant Professor with the department of Administrative and Social Sciences. Vice-Dean for external affairs and development of the Faculty. She has a ten year experience as in-house lawyer. Her fields of interest are Administrative Law – mainly administrative justice, administrative procedure and civil service – and European Union Law.

University of Pardubice: Mgr. Jan Mandys received his Ph.D. in Social Policy and Social Work: Social Counselling and Management of Social Services at University of Ostrava, Faculty of Arts, Department of Psychology and Applied Social Sciences in 2011. He works as Assistant Professor at University of Pardubice, Faculty of Economics and Public Administration, Institute of Administrative and Social Sciences. Before that, he worked as Social Curator and counsellor for Romany people of Municipality of Pardubice – Department of Social Affairs, Social worker and manager in the non-profit organization. He professionally focuses on social pathology, sociology, psychology and social politics. His publications are mainly related to quality of life, social policy on regional level. It conducts research to support decision-making processes in public administration focused on the development of social policy in the region.

University of Pardubice: Ing. Viktor Prokop, Ph.D. is a deputy head at Science and Research Centre, Faculty of Economics and Administration, University of Pardubice. He received a Ph.D. degree in the field of Regional and Publics Economics from the University of Pardubice. He is the author of one book, number of chapters in books, and more than 30 scientific papers. His research interests include topics of innovation ecosystems and their efficiency, business models and their innovation, triple- and quadruple- helix cooperation and the roles of different stakeholders, and firm environmental innovation and its determinants. He is the co-worker of the current grant project focused on the issue of knowledge-based business models for open innovations, financed by the Grant Agency of the Czech Republic.

His main research interest is in the field of regional development and the regional economic resilience. Šiauliai Academy of Vilnius University: Vilma Tubutienė, lecturer of Sustainable Regional Development, Change management and Leadership Courses in the Programme. She works as university lecturer since 1999. She is a member of European Regional Science Association (ERSA) since 2009. Field of scientific interests – Human Resource Management, Project / Program Management. Her teaching philosophy could be revealed by those words: involvement, reflection, collaboration, critical thinking, and positive environment. She encourages students to reflect and to learn from mistakes instead of avoiding them.

Šiauliai Academy of Vilnius University: Vita Juknevičienė, Ph.D. is an associate professor in Public Administration field. She holds a doctoral degree in Social Science (Management) from Kaunas University of Technology in 2015. Her main research interests include the modernization of public governance, good governance at local self-government, innovation management for regional development. Juknevičienė has participated in various projects, including E-leadership in local government organizations (2019), CREATE: creative, unique, caring generation (2019), Smart governance of Social Systems (SMART) (2015). Since 2015 she is the chairperson of the Coordination Committee of Researchers' Excellence Network (RENET), coordinated by Šiauliai Academy of Vilnius University (till 2021 - Šiauliai University). She is also the Chairperson of Study Programme Committees of Public Administration (bachelor degree), Public Governance (master degree), Regional Development and Governance (joint master degree) at VU ŠA. She encourages and enjoys the open and friendly dialogue with students.

University of Pardubice: Barbora Zemanová received the Ph.D. in Economics and management at Faculty of Economics and Administration University of Pardubice. Barbora was always interested in responsible management and sustainable development and during her Ph.D. studies she joined a non-profit international organization based in London and spend semester in its headquarter as a project manager coordinating international team. Her main areas of interest are change management and responsible business management.
