Zatímco většina modelovacích metod které byly vyvinuty s ohledem na optimalizaci řetězu zsdrojů a nebo produkce ve veřejné správě jsou cíle většinou definovány jiným způsobem. Furthermore, there are hundreds of decrees for almost each administrative process. These decrees seldom contain some instruction about the output, but they usually regulate how to create a required output. The change in the internal processes will not be easy since the state cannot exclusively focus on the customers? needs and benefits. Local government processes modelling methods are called to respect the characteristics of public services. While most of the existing modelling methods were developed in order to optimize supply chains or production, in the public administration are the goals defined usually on another way. Instruments like Petri-Nets can be suitable for partial solutions in public administration.
