cze Jízda zdarma nebo ne: srovnávací analýza sdílení nákladů v NATO v České republice a Litvě - poněkud odlišný vhled do problém výkonu vojska v centrální a východní Evropě V tomto článku argumentujeme, že problém černého pasažéra v NATO by měl být nahlížen spíše než z makroekonomického pohledu z pohledu mikroekonomie; zejména pak členské země s komunistickou minulostí by měli být viděny z daleko širší perspektivy než jen z pohledu 2 % HDP či počtu vojáků nasazených v zahraničí. Ve srovnání s post sověstskými zeměmi jako je Litva, bohaté postkomunistické země jako Česká republika, kde obrana vyžadovala rozsáhlou militarizací společnosti a ekonomiky v souladu s požadavky SSSR, selhávají v redukci svého vojensko-správního komplexu a také přebytečné struktury militarizovaných civilních aktivit. Sem např. patří, sportovní kluby, umělecké soubory, nemocnice a vojenské školy založené a provozované během socialismu z důvodu zajistění autarkie. Proto tedy zvyšování vojenských výdajů na 2 % HDP má nakonec vliv na posilování těchto zbytečných struktur, jestliže ministerstva obrany nejsou schopna využívat rozpočtové prostředky na modernizaci armády, jak se děje v České republice. eng To free or not to free (ride): a comparative analysis of the NATO burden-sharing in the Czech Republic and Lithuania – another insight into the issues of military performance in the Central and Eastern Europe In this paper we argue that free riding within NATO should be assessed from a microeconomic point of view rather than from a macroeconomic one. In particular, nations with a communist background should be appraised in a much broader perspective than the 2 percent GDP spending target, or number of soldiers on deployment. In comparison with post-Soviet countries such as Lithuania, wealthy post-communist country such as the Czech Republic where defence institution experienced an extensive militarisation of society and economy in the Soviet style, continues to fail in reducing their military-administrative complexes, as well as maintaining an excessive structure of militarised civilian activities. These can comprise, for example, sport clubs, folkloric choirs, medical and educational facilities, established in communism for purpose of military achieving autonomy from civil society. Hence, increasing defence spending to 2 percent of GDP can have the effect of strengthening this structure when weak defence institutions are not able to manage their entire defence budget to achieve military modernisation, as has happened in the Czech Republic.
