eng	Generally binding measures and adherence to the principle of proportionality	The paper analyzes application of the principle of proportionality with generally binding measures and their compliance with this principle. Relevant case law of administrative courts is studied, especially cases dealing with zoning plans and objections of complainants who argue that the encroach upon their individual rights is disproportionate. Results of the analysis are synthesized; the paper summarizes the most common causes of violation of the principle of proportionality which renders generally binding measures invalid.
