cze Problematika měření úspěšnosti e-governmentu v kontextu iniciativy 202020 Tento článek se zabývá problematikou, která motivovala k vytvoření Iniciativy 202020. Česká republika zaostává ve vývoji e-Governmentu a v současné době se pohybuje na 50. místě v žebříčku Indexu e-Government Development, který hodnotí Organizace spojených národů. Cílem této iniciativy je, že v roce 2020 bude Česká republika zařazena mezi 20 nejlepších států. Článek si stanovil dva cíle. V první řadě jde o analýzu metodiky s cílem říci, zda je dostatečně konzistentní pro stanovení cílů a priorit pro příští čtyři roky. Druhým cílem je zjistit možné důvody, proč je naše země hodnocena tak špatně, a navrhnout možnosti, jak by bylo možné dosáhnout lepšího skóre. K dosažení těchto cílů byla provedena rešerše zpráv E-Government surveys z let 2003 - 2016 a dalších dostupných materiálů. e-government; měření; benchmarking; Organizace spojených národů; EGDI
eng The issue of measuring e-government success in context of the Initiative 202020 This article deals with the issue that motivated formation of Initiative 202020. Czech Republic lags behind in the development of e-Government and currently is moving to 50th place in the ranking of E-Government Development Index evaluated by United Nations. The aim of this Initiative is that in 2020 the Czech Republic will be ranked among the top 20 states. The article sets two goals. In the first place, it is analysis of methodology with the objective to say if this measure is consistent enough for setting goals and priorities for next four years. Second goal is to find out possible reasons why our country is evaluated so badly and suggest options what could be done to score better. To achieve these goals, in-depth review of E-Government surveys from years 2003 - 2016 and other available materials, was conducted. e-government; measure; benchmarking; United Nations; EGDI
