cze Měření efektů otevřených dat na míru korupce Hnutí pro otevřené vládnutí je po celém světě budováno s hlavním cílem směřujícím ke zlepšení dostupnosti veřejných dat a zvýšení transparentnosti a odpovědnosti vlád. Teorie korupce pak naznačují, že vyšší úrovně transparentnosti jsou spojeny s nižší mírou korupce. Proto je tento příspěvek zaměřen na možné efekty otevřených dat při snižování míry korupce. Za tímto účelem jsou zkoumány různé související indexy otevřených dat a korupce pocházející ze dvou různých časových období. Na rozdíl od dřívějších studií je používání indexů otevřených dat pro ověření tohoto vztahu nové v oblasti výzkumu rozvoje e-governmentu. Výsledky naznačují, že existuje pozitivní korelační vztah mezi vybranými indexy korupce a otevřených dat. To znamená, že vyšší míry dostupnosti otevřených dat jsou spojeny s nižšími mírami korupce v porovnávaných zemích, zejména v případě indexu barometru otevřených dat. Bylo také zjištěno, že metodiky za indexy otevřených dat mohou mít vliv na výsledky, protože se stále vyvíjejí v důsledku zvyšujících se efektů otevřených dat ve společnosti. otevřená data; korupce; indexy; korelační analýza; regresní analýza
eng Measuring the Effects of Open Data on the Level of Corruption The Open Government movement has been building around the world with the primary aim to enhance the availability of public data and increase the government’s transparency and accountability. Theories of corruption then suggest that higher levels of transparency are associated with lower levels of corruption. Thus, this paper is focused on the potential effects of open data in reducing the level of corruption. For this purpose, different related open data and corruption indices from two different time periods are examined. In contrast to previous studies, the use of open data indices to verify this relationship is new in research on e-government development. Findings indicate that there is a positive correlation relationship between selected corruption and open data indices. Thus, higher levels of open data availability are associated with lower levels of corruption in the compared countries, especially in the case of Open Data Barometer index. It was also found out that the methodologies behind open data indices may affect the results, because they are still evolving due to the increasing effects of open data in the society. open data; corruption; indices; correlation analysis; regression analysis
