Proto by také měly být existující indexy aktualizovány a přepracovány. Z těchto důvodů je v tomto příspěvku představen nový srovnávací rámec, který hodnotí rozvoj e-governmentu s využitím cloud computingu a open big dat. Rovněž zkoumá a porovnává základní prostředí e-governmentu, přínosy a rizika cloud computingu a open big data ve veřejném sektoru se zaměřením na úroveň Evropské unie. eng	Cloud E-Government Index as a New Benchmarking Framework for the Public Sector	E-government benchmarking and ranking indices are often used by central and local public sector policy makers to develop information and communication policies and allocating resources to implement these strategies. With the decrease of importance of basic information society indicators in the past and use of new technologies and trends like cloud computing, open big data, new criteria and approaches needed to be introduced in measuring e-government development. Thus, the existing indices should be updated and reframed. Therefore, this paper proposes a new benchmarking framework to evaluate e-government development using cloud computing and open big data. It also examines and compares a basic background on e-government, benefits and risks of cloud computing and open big data in the public sector focusing on the European Union level.
