eng	Decentralization Theorem and Regional Distribution of the Fire Rescue Service Costs	Activity of regional units of the FRS as reinsurers of the public product of "protection of the population and property", which is funded from public sources mainly, from the state budget more accurately, has a significant spatial aspect given as well by the necessary operational value of fire brigade units.
