cze	Modelování bonity obcí metodami výpočetní inteligence	V předložené práci je uskutečněna analýza současného stavu řešení v oblasti ohodnocování bonity obcí. Jsou uvedeny základní pojmy z této oblasti a metody ohodnocování bonity obcí, které se v současnosti používají. Těmito metodami jsou bodovací systémy, rating, modely založené na ratingu a modely selhání. Na základě uvedené analýzy je navržen vektor parametrů pro ohodnocování bonity obcí, který obsahuje parametry ekonomické, dluhové a finanční. Dále práce obsahuje metody vhodné pro ohodnocování bonity obcí. Těmi metodami jsou metody výpočetní inteligence, tj. neuronové sítě, fuzzy inferenční systémy a jejich hybridní struktury. Modelování bonity obcí je realizováno pomocí uvedených metod. Je navržen a analyzován model učení bez učitele. V modelu učení bez učitele jsou použity metody shlukové analýzy, fuzzy shlukové analýzy a kombinace Kohonenových samoorganizujících se map a algoritmu k-průměrů. K dosažení vhodné interpretace výsledků jsou vstupní data tohoto modelu předzpracována. Dále jsou navrženy a analyzovány různé modely hierarchické struktury fuzzy inferenčního systému. Výstupy modelu učení bez učitele jsou použity pro návrh modelu s hybridní strukturou. Tento model využívá výhod fuzzy logiky a neuronových sítí. Výsledky tohoto modelu jsou porovnány s dalšími klasifikátory na bázi fuzzy logiky. Výsledkem navržených modelů je klasifikace obcí do tříd. V práci je uskutečněno porovnání těchto výsledků a dále porovnání navržených modelů z hlediska počtu podmíněných pravidel pro různé počty funkcí příslušnosti.
eng	MUNICIPAL CREDITWORTHINESS MODELLING BY COMPUTATIONAL INTELLIGENCE METHODS	The analysis of the state of the art in the field of municipal creditworthiness evaluation is presented in the presented thesis. The key definitions and modern methods of municipal creditworthiness evaluation are given. They include the scoring systems, rating, rating based models and default models. Based on the presented analysis, the design of parameters vector for municipal creditworthiness evaluation is realized, that involves the economic, debt and financial parameters. The methods, which are suitable for municipal creditworthiness evaluation, are mentioned in the thesis. These are computational intelligence methods, i.e. neural networks, fuzzy inference systems and their hybrid structures. The municipal creditworthiness modelling is carried out by stated methods. The unsupervised model is designed and analyzed. The cluster analysis methods, fuzzy cluster analysis methods and combination of Kohonen?s self-organizing feature maps and k-means algorithm are used in the unsupervised model. To get the proper results interpretation, the data pre-processing is performed. Further, the different hierarchical structures of fuzzy inference system are designed and analyzed. The results of the unsupervised model are used in the design of hybrid structure model. This model gains the advantages of fuzzy logic and neural networks. There is a results comparison of this model to other fuzzy logic based classifiers. The classification of municipalities to classes is the result of mentioned models. In the thesis, there is the comparison of the models results and further, the comparison of designed models according to the number of conditional rules for different membership functions numbers.
