Rostoucí zodpovědnost těchto orgánů za správu regionu a s tím spojená narůstající komplexnost problémů, kterými se musí zabývat, zejména v souvislosti se členstvím České republiky v EU a s ním souvisejícími novými právními normami, které jsou účinné na našem území spolu s probíhajícími reformami veřejné správy představuje výrazný tlak na nárůst výkonu exekutivních složek právě na úrovni regionů. Za významný problém je považována zejména struktura a způsob využití informačních toků uvnitř úřadů, které mají přímý vliv na jejich rychlost a pružnost a s tím související náklady. Informační toky probíhající při výkonu přenesené působnosti krajských úřadů představují přitom na rozdíl od informačních toků souvisejících s vlastní působností zřetelně strukturovanou a právními normami řízenou problematiku, která zajišťuje transformaci výkonu ústředních exekutivních orgánů na úrovni regionů. Jedná se tedy o oblast, kde se problém informačních toků v souvislosti s nárůstem legislativní zátěže v souladu se členstvím v EU a správními reformami projevuje nejmarkantněji. Pružnost a efektivnost těchto složek má značný vliv na celkový efekt výkonu veřejné správy na úrovni regionů. Vzhledem k platným předpisům je možné najít odpověď na otázky zvýšení výkonu úřadu zefektivněním toků informací např. zavedením spolupráce jednotlivých oddělení v rámci odborů krajského úřadu. Největší efekt přitom přináší vzájemná spolupráce všech oddělení odboru, protože rozšíření této spolupráce o dodatečné oddělení se neprojeví ani ve zvýšení časové náročnosti, ani pracovního vytížení. Důvodem je skutečnost, že při zahrnutí dodatečného oddělení dochází současně k odbourání zbytečných informačních toků a nadbytečných úkonů. Zavedení spolupráce tak může zvýšit výkon úřadu a tím přispět ke zefektivnění výkonu veřejné správy na regionální úrovni.
eng	FLOWS OF INFORMATIONS IN OFFICES, AND POSSIBILITIES OF THEIR BETTER EFFICIENCY	The development of the regions falls thanks to the new regional establishment within the regional office bodies` cognizance. Increasing responsibility of these bodies for the administration of the region, actual administration reforms, and therewith connected excrescent complexity of problems, which have the bodies to solve, represents a strong impulse to the improvement and optimalization of the output of the executive agencies on the regional level. Above mentioned problems are connected with the membership of the Czech Republic in the EU and with new legal standards, which are now actual in our country. The structure of the information flows within the regional office, as well as the way of their improvement, is considered to be a very important problem, just because this structure has a direct effect on the speed and flexibility of the information. The information flows within borders of the delegated force of the regional offices are on the other hand, in compare with the information flows within the borders of self-governing force, clearly structured, they also follow the legal standards, which ensure the transformation of the central organs` achievement to the regional level. We are speaking about the area of the information flows, within witch is prominent the problem of growth of the legislative endurance linked with our membership in the EU, likewise with the administration reforms. The flexibility and efficiency of these administrative bodies has an extensive effect on the total output of the regional offices. Because of the active legal rules it is possible to solve the enhancement of the office?s output by the optimalization of the information flows, e.g. by the cooperation of individual departments as the parts of the office divisions.
