eng	European union institution democratic powers	In essence three features are present in systems commonly described as representative democracies. In the European Community all three exist to a limited degree. The powers that national parliaments, in ratyfying the EC treaties, conferred upon its institutions are not exercised in comformity with the same principles of democracy that apply at the national level. Nevertheless, the embryo of these three principles exist and has grown over the years.
