eng Balanced Scorecard as an Innovative Instrument for a Strategic Management of Municipalities and Regions Local governments have currently come under the strong pressure to improve quality as well as efficiency in service delivery, increase transparency, and accountability. Municipal and regional managers are looking for innovative managerial tools in order to implement the strategies and strengthen the citizen participation in governance. The concept called the Balanced Scorecard (BSC) represents a new model of strategic management that has been already successfully used in the private sector. In recent years, BSC has been also discussed as a usable conceptual framework for the strategy implementation and strategy development management of municipalities and regions. The main attention of the work is paid to the strategic management process of municipalities and regions, to the creation and effective implementation of Balanced Scorecard model and its potential application in the practise of the Czech local administration. strategic management;strategic planning;local government;Balanced Scorecard;performance measurement
