eng	Balanced Scorecard as an Innovative Instrument for Strategic Management of Municipalities and Regions	Municipal and regional managers are looking for innovative managerial tools in order to implement the strategies and strengthen the citizen participation in governance. The concept called the Balanced Scorecard (BSC) represents a new model of strategic management that has been already successfully used in the private sector. The main attention of the dissertation is paid to the strategic management process of municipalities and regions, to the creation and effective implementation of Balanced Scorecard model and its potential application in the practise of the Czech local administration. Based on the verified hypothesis, a draft of procedures and tools that will lead to improvement in municipal and regional strategic management has been created.
